| The Information Technology Division of the AOC (AOC-IT) is working hard to design, develop and implement technology solutions for the entire Judicial Branch. Offering advanced products and services that facilitate workflow as well as comply with state and federal mandates, the AOC-IT is leading the charge on automating the courts. An ongoing effort to improve the processes of the courts, facilitate communication and to integrate data collaboration efforts with other agencies are the main focuses for 2010. AOC IT is also increasing information flow through the use of more efficient and available reporting in conjunction with web-based analysis.
In serving Georgia's courts, our judicial customers are comprised of 1,100 courts, and all the court personnel for these courts. This also includes 1,600+ judges representing 6 levels of court in 10 judicial districts spread across 159 counties, with approximately a dozen disparate case management systems.
As the technical expertise for Georgia's citizens, legal community and judiciary, our products, services and websites enable our constituencies to best manage their processes in a cost-conscious and efficient manner. To ensure consistent value and top quality customer service delivery, we have developed various tools that measure our effectiveness.

GA Judicial Exchange (GAJE)
Through collaborative efforts with Division of Child Support Services, AOC-IT has developed middleware to automate the electronic transfer (e-filing) of child support cases into the courts. As of January 2010, there are ten (10) Superior Courts in production saving countless hours in processing time and paper.
GA Jury
The AOC’s ‘Ga Jury’ application is a jury-management software system that aids the courts in management of grand and traverse jury pools and includes building the boxes, computing statistics, random selection of jurors, printing lists, certifications, summons, checks, and mailing labels. The system provides for automated input of data from the Secretary of State voter registration database and state driver’s license files.
Judicial Data Management Applications
Courts Information Directory (CID)
The CID application houses the judicial person’s data for the State of Georgia. CID has been developed by AOC-IT to replace the functionality of the previous ‘JPIS’. This application provides the AOC staff with more flexibility for data entry, running reports and overall maintenance for our Customer Relationship Management.
Private Probation Providers (P3)
Private Probation Providers utilize this application to report their quarterly caseload information the AOC’s CMPAC group. Electronic uploads save the probation company data entry time and errors when submitting their numbers. CMPAC collects, tracks, audits and reports the compiled date through this system.
Board of Court Reporting (BCR)
The BCR Module of Courts Information Directory allows BCR staff to track the certification statuses and renewals for the hundreds of Court reporters throughout Georgia. The application enables registration, tracks qualifications and generates certificates for the Reporters.
Continuing Education (CE)
The CE Module of Courts Information Directory is utilized by Court Services staff of the AOC to ensure Judges and Clerks, that are required to complete continuing education hours each year, are meeting the legislatively mandated requirements. The database contains over 1,100 certified court reporters and 125 registered court reporting firms.
State and Superior Courts Information System (SSCIS)
Senate Bill 176 mandates that the courts transmit case level civil information on a nightly basis through the Clerks Authority (GSCCCA) and then to the AOC. High categories are Domestic Relations or General Civil. Research uses this application to pull civil caseload numbers.
Current Development Projects
AOC-IT resources are currently developing applications and solutions that will enable courts to more effectively operate and perform their required duties.
The Express
The “EXPRESS” is a compilation of services that will enable electronic transmission of citations from LEAs to Courts and ultimately to the State. In conjunction with private Records and Case Management System vendors as well as several state agencies, the AOC is managing these efforts to enable electronic processing of citations from origination to disposed status reporting. An ultimate goal is to facilitate the exchanges of citation data across multiple organizations in an accurate, timely and efficient manner. EXPRESS is being developed and tested in phases and progress will be reported on a quarterly basis.
The Express Website
AOC Portal
At its core level, this project will allow users to view and update their judicial information through a secure web browser. The “portal” is being expanded to so all judges and judicial personnel can access various sorts of information pertaining to their court that is managed by the AOC. Case Counts, Education Hours, Court Reporters, etc… This application is going live at the beginning of the 4th quarter in FY10.
Case Count Reporting and Certification
In a collaborative effort with the Clerks Authority, AOC-IT is refining the processes utilized for case records being transmitted to the State. Specifications for vendor software and transmissions are being certified to ensure accuracy.
Online Leave Tracking
An application is being implemented to coordinate AOC staff’s request and approvals of time away from the office. Reporting and tracking of the staff’s time will allow for better organization of resources and help ensure availability for our customers.
Website Services
Custom Development
Use of the Internet throughout the Judicial Branch has developed into an essential instrument in handling applications, communication and reporting. There is one full-time developer that manages access, availability, navigation and content for thirty three (33) active websites for councils, commissions and committees throughout the Judiciary.

Infrastructure / BC/DR
Citrix Client Update
Users of the AOC’s CITRIX servers use one or more of 18 servers located at different sites. Depending on the needs of the user, they are routed to a Virtual Desktop, presented with a case management system or given the ability to scan and view images for fiscal, payroll, personnel or council records.
Data Center – The Atlanta Center houses 85 servers (20 virtual) and storage devices. It is currently operating at about 76% of capacity. In addition to the AOC, four other state agencies utilize this data center for their needs.
BC/DR Site – this site provides 24/7 access to more than 200 courts across the State for their case management systems. It also serves as a backup location for the primary data center located downtown. Likewise, the downtown center acts as a backup of the BC/DR site for court data.
Support / Training
In addition to providing regular support and training for the case management systems listed above, upon request, IT staff provides onsite training for standard MS Office products.
Desktop Support – provides personal service to staff in the office as well as phone support for users of our CITRIX servers.
Goto Meeting – allows councils, commissions and internal teams to conduct meetings without the expense of travel and time out of the office.
Onsite Training – as part of implementing one of the AOC provided case management systems, staffers go onsite and training on proper use of the systems. Onsite training allows a clerk or judge to user their own equipment instead of classroom style.
